Upgrade default Git to 2.31

Git 2.31 will be released this month, and contains patches which are nice to haves for Gitaly.

Note: @danielgruesso is interested in this release as the default branch changes from master to main. First iteration should keep the default branch at master just to not break the integration, a follow up MR would change the default branch name.

Gitaly tests
Omnibus
GitLab charts

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
