Convert to use atomic fetches

Support for atomic fetches has landed upstream now and will be released with Git v2.31 (see git#79 (closed)). We should thus start using atomic fetches as soon as v2.31 is out in order to fix exceeding calls of the reference-transaction hook when fetching lots of references.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
