Stop replicating everywhere

Proposal

Based on the work done to enable variable replication in previous milestones, we should stop replicating everywhere. To do this, we need to amend the write flow to not produce replication jobs everywhere and amend the automatic reconciler to not replicate repositories to nodes which don't need it as per replication factor/repository assignments.
