Job Failed #509107759: golangci-lint bug causes sporadic lint failures

Job #509107759 failed for 3c63be2f:

The Go linter, golangci-lint, has been having sporadic issues in CI where working code causes the linter to fail. Once https://github.com/golangci/golangci-lint/issues/896 is resolved, we need to update golangci-lint to the fixed version and remove the workaround. The workaround can be removed by reverting !2051 (merged).
