Cannot import bare repository

I'm trying to deploy gitaly on a separate server, which means no git storage was mounted on web servers(unicorn, sidekiq etc). When I excute gitlab-rake gitlab:import:repos['/root/repo'] on web server, there was no output at all, and failed. I'm sure the directory exists and permissions are right
