Verify what we need to migrate Gitaly to use git-replay(1) for UserRebase

We want to migrate Gitaly to use git-replay(1) for UserRebase. We should figure out what parts of this are still missing and update Improve `git replay` and use it in Gitaly (&17122) accordingly.
