Flaky tests

Looking to see what ppl think about this: I saw this bot in another slack channel and thought it was interesting.  Do you think this is a better way to handle flaky tests? Or should we do something else? There was also the idea of adding flaky tests to the refinement issue each week as well but not sure if that would be too confusing.
