Restore default update strategy for GitLab UI > dompurify

Restores the default update strategy for GitLab UI > dompurify. We had enabled the update-lockfile in !639 (merged), in an attempt to prevent broken masters in GitLab due to GitLab UI's lockfile not being properly updated. However, that strategy seems to have caused upgrades to stop completely.

In gitlab-org/gitlab-ui!3460 (closed), we are pinning dompurify's version in GitLab UI, and here we are restoring the default update strategy. Combining those changes should ensure that the package still gets upgrades and that the lockfile is updated.
