Is there a configuration parameter for the plugin to wait a bit longer for EC2 instance before trying to login?

Hi,

How to make the plugin with a bit longer before trying to access the instance. It appears the plugin tries to connect as soon as it was started. I am running a windows runner in this case, the start up is slower compare to linux. Is there a configuration for the plugin to wait for sometime before connecting to the instance?
