Fleeting AWS plugin integration tests

We need comprehensive integration tests of the AWS-specific login the fleeting plugin. This doesn't need to start with Runner / Taskscaler. Instead we can test from the fleeting abstraction. We must include at least one test that starts the plugin through the go-plugin framework (to verify that plumbing works) but the rest can be done by using the plugin as a library.
