Gather information from internal stakeholders regarding GitLab Application Stack Logging

The purpose of this issue is to gather information from internal stakeholders about GitLab Application logging via:

1. Interviews with the Delivery team regarding how logging could be more useful in their day to day world
2. Interviews with the Infrastructure and SRE teams to identify where logging today can be enhanced to improve their efficiency
3. Interviews with Support .COM engineers with regard to real world situations where logs could have been improved for more efficient outcomes
