A fully operational cluster doesn't look quite like the example provided:

So I see additional nodes that are clients. Also the name of the DC is gitlab_consul
not gitlab_cluster
I assume this just means this is from an earlier step (just after standing up consul)/iteration (because of the name). Needs to be freshened.
