Create and configure PoC infrastructure

Per https://gitlab.com/gitlab-com/gl-infra/infrastructure/-/issues/13588 we can create the PoC infrastructure ourselves because it is separate from the production environment.

We will need infrastructure to create the production environment (starting with milestone 2)
