On "Manage Issue" page, allow adding related issues
On https://contributors.gitlab.com/manage-issue, could we (community contributors / non-GitLab-employees) have the ability to add related issues?
When I'm browsing to see whether an issue already exists, I often come across several related issues, and I'd like to contribute by formally marking them related, to raise their visibility for future people browsing issues.
