Define if/how we link to outside resources within our design documentation
@dimitrieh brought up a good point when I was writing documentation for modals. We came across multiple outside resources that helped frame the usage and behavior sections of the doc. I grouped these references in a Resources section at the bottom of the documentation with relevant links. I also linked to outside resources in-line, specifically accessibility guidelines when referencing a decision made for a particular component, and I believe doing that is good practice when used sparingly.
The question is really two-fold. One, should we be linking to outside resources in our documentation? And two, should we link to these more general external resources that we have used as a reference in writing our documentation?
