Alert if PG clones are too old or out of space

Overview

Some weeks ago, we had an incident related to SEC clones where the clone age was too old, which caused the database testing pipeline to break for SEC testing.

As we discussed during our team sync, it could be beneficial to alert when the clone age is too old, meaning that something may be off on the pg.ai side.

Deliverables

• Think about a solution that would check the clone's age for each db (SEC, CI and MAIN) and will send a message at one of our channels.
• Think about a solution that checks the space left for clones to "deprecate" PG.ai emails in favor of Slack messages.
• Implement the solution.
