Drive Organization Isolation work to add sharding keys for shared functionality tables owned by grouptenant scale such as events.

Expectations for participating member(s) of the database group

We are looking for 2 DB team members to drive Organization Isolation sharding key work for the tables to be defined in this issue. Most of these tables have unclear ownership as they are used by functionality owned by multiple teams. The DB team members assigned to this effort would work with the necessary teams to decide on and implement sharding keys for these tables.
