Retry reindexing on large GIN index on notes

In #208 (comment 726520964), we failed to reindex public.index_notes_on_note_trigram due to running into the 9 hours timeout.

Once gitlab-org/gitlab#345134 (closed) has increased the timeout, we'd like to reschedule the index for priority reindexing.
