Add migration name to artifacts

Problem

When looking at artifacts for a migration testing pipeline, it is somewhat difficult to figure out which file corresponds to which migration.

Solution

We can make it easier to identify the artifacts by adding the name of the migration to the filenames. Eg. 20210615064342_AddIssueIdToRequirement.log instead of 20210615064342.log.
