OSS subscription was not deprovisioned at expiry and namespace still on paid plan

Do not include confidential information! ---> # Bug ## Summary I encountered a namespace on a Gold plan, without a valid subscription applied. The namespace was on an OSS subscription, with end date on 2021-04-03. Subscription is expired, but namespace is still on Gold plan with access to paid features. - Order record in cdot: https://customers.gitlab.com/admin/order/24768 - Billing account for expired subscription: https://customers.gitlab.com/admin/billing_account/20837 We should investigate the deprovisioning for the subscription and determine why the namespace was not converted to the Free plan after expiry.
