Renewal notices get sent even if renewal order is in progress or complete
### Problem description Customers receive renewal reminders from Zuora, even if they have a renewal order in progress via our sales team. A recent change in our [booking policy](https://about.gitlab.com/handbook/sales/field-operations/order-processing/#fy22-bookings-policy) means that the renewal order will only get sent to Zuora 15 days before the renewal date. This means that if a customer is negotiating or has completed their renewal order early, they will still receive renewal reminders up until at least 15 days before their renewal. ### Proposed solution Allow notifications to be turned off when a renewal order has reached an appropriate stage in SFDC. ### Reported examples: 1. https://gitlab.zendesk.com/agent/tickets/204579
