Include Duo SM/Dedicated add-on seat assignment count in seat link sync

Background

Today, for Self Managed customers, we have no visibility into seat assignment data for those customers who have purchased Duo Pro (or soon for Duo Enterprise).

This would be useful information for understanding Duo adoption, similar to how we track licensed users for subscription seats and is desired by the Data team. Specifically, this would support the CEO Yearly of Duo monthly active users.

Proposal

Add an aggregate count of current Duo seat assignments to seat link sync as a new metric:

Ensure this data is stored in CDot admin as a field on license seat link records: https://customers.gitlab.com/admin/license_seat_link

Result

Visibility into seat assignments / adoption of Duo for Self Managed customers.
