Investigate flaky specs

Problem

Two specs introduced in https://gitlab.com/gitlab-org/customers-gitlab-com/-/merge_requests/9311+ (part of Add subscription_id field to CDot Cloud Activat... (#7636)) are currently flaky.

Proposal

The specs are moved into quarantine and should either be investigated to remove the flakiness or be removed after closing Add subscription_id field to CDot Cloud Activat... (#7636).

Result

Remove flakiness in test suite.
