Add the ability for customers to pay pending invoices with a credit card in CDOT

Problem
Customers lack the option to pay invoices on demand via the Customer Portal with a credit card. Customers can see that invoices are pending, but aren't charged for them if they aren't on autopay. Customers have to reach out to our AR team multiple times to get invoices processed. It is a counter intuitive user experience that updating a credit card doesn't pay an invoice, or that there isn't a self-serve option.

Proposal
Add a "pay now" button when viewing invoices. Allow customers to pay for pending invoices in the Customer Portal without having to contact our AR team to run their card or send a wire/ach payment.
Next steps (if any)
I would love for the team to review the tickets and provide any proposed solutions. Perhaps, there is more enablement on how we should ensure our customers are set up for auto pay, but it also feels like they should have any easy, direct way to pay invoices.

Reduced # of AR tickets on this topic & invoices paid faster
