Provision failure: purchase for a past period

Problem

A purchase (e.g. seat) was made for a past period, therefore couldn't be provisioned. Note that this issue is for subscription which has not "expired" yet.

Proposal

Mark those provision as skipped. It may be possible when provision is created.

Result

Avoid false alarm on provision failures.
