Improve hierarchy on renewals page

The manual renewal page is long, and lots of items are given the same level of hierarchy, making it hard for the user to parse.

Proposal

• Reduce the visual prevalence of less common items (like upgrade)
• Create clarity by visually separating true-ups and new license information
  • Make sure that the cloud license version requirement is clearly called out in the new license section
