Incorporate monitoring log during reactivation of ultimate trials

Problem

Self-Managed cloud licensing trials are vulnerable to abuse scenarios identified in the spike (#15165):

• Email cycling (users creating multiple accounts with different email addresses to obtain new trial codes)
• User limit bypass attempts (exceeding the 100-user trial limit without consequences)
• Instance multiplication (using trial codes across multiple instances to scale beyond intended limits)

Proposal

Implement monitoring and logging during the ultimate trial reactivation process to track and prevent potential abuse by:

1. Log all reactivation attempts - Capture timestamp, user email, instance ID, and request source
2. Track reactivation patterns - Monitor frequency of reactivation requests from the same user/email/instance
3. Flag suspicious activity - Identify potential abuse scenarios (rapid successive reactivations, multiple instances, etc.)
