Make Customers slack alerts actionable
Overview
This is a continuation of RCA: Customers <> Salesforce Missing SaaS trials https://gitlab.com/gitlab-org/growth/team-tasks/-/issues/156#note_359880485
After we Fix and reduce the volume of Sentry errors coming from Customers, we should make the existing #g_fulfillment_status slack notifications more actionable.
The goal is to at most get a few errors per day which is a digestible amount that our teams can attend to.

Define as actionable alerts. i.e. certain errors are not okay and must be alerted on, other errors are okay and we need to define acceptable thresholds.
