Provision voucher proof of purchase email delivered to reseller partner includes cdot admin URL

Summary
In the current unified voucher email template, we include a URL directly to the Provision in cdot. While this voucher serves as a proof of purchase internally, it appears to also be delivered to reseller partners, as the Invoice Owner Contact listed on the quote for resale purchases received a copy of the voucher as well.
This may create confusion because the Provision URL is behind the cDot admin portal restricted to GitLab team members only.
What is the current bug behavior?
Non team members are being given a Gitlab internal tool URL in the purchase voucher. Unsure if end users also receive this, or if it's limited to just reseller partners.
