Ecosystem versions of add-ons are not being provisioned

Bug

Summary

Ecosystem addon SKUs, eg Ecosystem Rate-1,000 Compute Minutes, are being sold to customers, but do not appear to provision to the namespace correctly, and in some cases, may even remove already-provisioned addons. This may be slightly related to #13903, and actually I had reported the bug there first thinking it would address the problem.

Related provisions are being erroneously marked as completed successfully

Example

This subscription had 5000 ecosystem minutes sold on 2025-10-02, but despite a successful Provision, the log entry reflects no minutes being applied, and may have actually removed the minutes that were there, though this is not fully confirmed
