[Non-Profit] Add SKUs for SaaS and SM

Problem

For the GitLab for Non-Profit, new SKUs will be created (that's why it's not workflowready for development yet) for SaaS and SM in Zuora. This issue is to handle the SKU creation in the following FinanceOps issues:

• SaaS
• Self-Managed - not yet created

Proposal

Configure the new SKUs in the CustomersDot. The community program itself have been working for 2 years under EDU program SKU. And that's the main reason why do we need to make separated one.

Note: In the past, SKUs for production were created at a later point and a separate issue will handle the configuration.

Result

Enable future usage of the new SKUs in the subscription card and for provisioning.
