Check the maintenance_mode rake task

Problem

In gitlab-com/gl-infra/production#19893 (closed) we found that this Rake task does not work as expected as we still were able to see the Sign in page on CustomersDot in stg and stg-ref environments. That means this Rake task does not work as expected and we need to check it.
