Creating new Billing Account Contact in admin, State input dropdown field cannot be populated

Summary

When manually creating a new a BillingAccountContact via admin panel, the State field cannot be populated, requiring extra steps in order to create a valid contact.

The input field appears to expect a value be chosen from a list, similar to other drop downs wherein the value can be selected after you begin typing, except no values are pre-filled into the dropdown, and the menu does not fuzzy search while typing, even after designating United States or Canada in the Country field. Entering a custom value such as a state name will not be saved when you submit the form, instead requiring you to go back and edit the new BillingAccountContact and then the State field does fuzzy search and auto-populate.

Steps to reproduce

  1. go to admin/billing_account_contact/new
  2. Try to enter anything into State field, nothing is populated
  3. fill out the rest of the required details
  4. type any value into State in order to Save the new contact
  5. find that contact and observe State is empty
  6. begin typing into State the desired value and it will be searched for in the menu
  7. Save

Workarounds

Create contact first, then edit to enter State

OR

Choose Country, hit Save (even on unfinished contact), choose the now populated State
