Dynamically update compute minutes to show a remaining value

What is the problem/opportunity?

Customers on GitLab.com can view usage quotas to view remaining compute minutes. The customers portal does not update or reflect 'usage', which can lead to some confusion as seen in this customer ticket. Currently, the portal shows the total number of purchased minutes, even though this can include expired or used minutes.

Who is it for?

External. Paid GitLab.com customers.

Why is this important?

Customers, especially those without GitLab.com access, will be able to understand their compute minutes usage with greater accuracy.

How do you propose we solve for it?

Add a way to pull the current value of a subscription's assigned minutes from GitLab.com into the portal. Upon viewing, it should be clearly identifiable how minutes are usable.
