Customer get error payment decline when the payment actually went through

Customer is reporting that they receive payment decline error while in fact the payment went through.

What is the current bug behavior?
Customer getting payment decline. Our billing team and customer's bank can confirm that payment actually went through.
What is the expected correct behavior?

We have found the following error while processing your subscription:
Your card was declined."}], "GatewayResponse"=>"Your card was declined."}]}
If the error was related to your credit card you will need to add a new credit card by following these steps:
Go to the new Payment Method page.
On the type dropdown select "Credit Card".
Fill in the credit card form and click on "Save"
You should have been redirected to the Payment Methods page.
Locate your credit card and set it as the default by clicking on the "Make default" link.
Now try to perform your operation again.
