List licenses in order of issue date on Billing accounts view in Cdot Admin

Problem

Currently, licenses are listed in ? order on the Billing account view, which makes it hard to find a relevant license without opening all the licenses linked there.

Proposal

Licenses should be sorted in a standardized way, preferably by a date (issued or start).

Result

The license list on the Billing account page is usable as a quick way to find related licenses.
