Reduce complexity in Subscriptions::CommunityProgramController

Problem

A Code Climate report (attached here) has identified complexity problems in the Subscriptions::CommunityProgramController class.

Let's consider solutions to reduce complexity of this controller, notably the new and my_renewal actions.
