Gitaly FCL for fixing regression

We have introduced a regression which keeps us from updating the GITALY_SERVER_VERSION in Rails with multiple jobs failing (see gitlab!72982 (closed)). According to our new workflow in such cases this means that we enact an FCL again until the regression got fixed.

Steps

  • Protected master to not accept any merges
  • Get gitlab!72982 (closed) green and merged
  • Raise protected state from master
