Discussion: Vertical MRs rather than Horizontal MRs

Context: There is an open merge request (gitlab-com/www-gitlab-com!58851 (merged)) to change the way we are currently iterating in the form of MRs.

The purpose of the MR is to discourage splitting MRs by layer in the tech stack (database, frontend, backend etc) in favor of cutting scope instead - leaving the MR functional across the tech stack, but still remaining an iteration.

Ask: The purpose of this issue is gather feedback from us all in the Create stage to better streamline the response in the merge request. It's currently at 41 threads and has the potential to grow quite large. In an effort to find a better way to scale everyone contributing (part of this working group), I thought we'd try it this way!
