Update templates/default/gitlab.rb.erb to set grafana properly

We have roles like https://ops.gitlab.net/gitlab-cookbooks/chef-repo/-/blob/master/roles/ops-infra-gitlab.json#L163 which expect to disable grafana, but this is actually not respected since the template does not render the variable.
