Switch from S3 downloads to using packages.gitlab.com
The S3 download links will be deprecated. I propose we do a minor/major version bump on the cookbook for 7.11 and start fetching the packages from packages.gitlab.com.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage.
