docs: document Docker Desktop alternatives for local development

Development on macOS for the container registry requires a container runtime available to properly test container images pushing and pulling from the registry.

It is also required when adding new configuration parameters to the Helm Charts to test the integration properly and speed up reviews in the charts project.

We should document the possible alternatives along with steps to making them work for local development.
