Create a tool to scan and import filesystem metadata into the database

This is related to &2313 (closed).

We should create a tool to populate the metadata database based on an existing registry filesystem. This will enable us to validate the proposed database schema (gitlab#207147 (closed)) and do some preliminary tests.
