Online GC: Instrumentation and metrics

Problem to solve

It's crucial that we add instrumentation to the online GC process. We need to be able to see metrics like how many tasks were processed per run, how many failed, how many blobs and manifests were deleted per run, how much space was recovered, etc.

Proposal

Enhance the GC process with a curated set of metrics exposed through Prometheus.
