Send Notifications on Rename/Move Origin Repository Events

Context

We do not currently send notifications out for Rename/Move Origin Repository.

Problem

Geo uses notifications emited by the registry to sync registry write operations from the primary site to the secondary site. Without this notification in place, Geo users will not be able to take full advantage of all features enabled by the next generation container registry.

Solution

The notification should contain enough information for Geo to reproduce the rename/move on the secondary site. Check with groupgeo during the design of this notification to confirm they'll be able to replicate these operations.
