Mirror writes to database: Manifests PUT Handler for OCI manifests

Context

We rely on the API integration test suite to ensure that write mirroring to the database preserves the expected API behavior. Presently, OCI image manifests are not tested by the API integration in the same way that that schema1, schema2, and manifest lists are. Which means we cannot mirror OCI manifest writes with the same level of confidence of confidence.
