Unconfigured Gitlab-KAS fails on Gitlab 17.9
After upgrading my self-managed Gitlab instance to 17.9, gitlab-ctl status says that gitlab-kas failed to start.
The KAS logs says:
panic: multi URL: no addresses and no host. This is a programming error. Please open an issue at https://gitlab.com/gitlab-org/cluster-integration/gitlab-agent/-/issuesKAS in not even enabled in my gitlab.rb config file and I've got no idea that it even tried to start before (I guess it didn't).
