CI tunnel routing timeouts

On the screenshot (dashboard) below you can see lots of red on the Routing latency (request timed out) graph. Ideally it should be empty, but a little bit of red is ok because it's may be cause by issues on the agent/customer side. However, the amount we have is not ok. What is going on?
