Broken watch API: error: stream error: stream ID 5; INTERNAL_ERROR; received from peer

This has been reported in gitlab-org/gitlab#343148 (comment 924259197) and https://gitlab.com/gitlab-com/gl-infra/gitlab-dedicated/team/-/issues/671 with kas/agentk %14.10 so it's a distinct bug from other things we've fixed.
