NGINX-Ingress controller fork image needs to be certified

Summary

As a follow-up to gitlab-org/charts/gitlab#3337 (closed), we need to also certify the NGINX Ingress fork image.

Acceptance criteria

• NGINX Ingress UBI image is listed and certified in RedHat product listing page.
